Overview: 2026 Fiscal Year Budget for the Technical College System of Georgia

Introduction

The Technical College System of Georgia (TCSG) governs 22 two-year post-secondary institutions that offer technical education, adult education and workforce development programs. TCSG encompasses over 88 campus locations across the state and more than 600 programs. They experienced a 9.3% increase in enrollment in 2024, with total enrollment at 148,746 across the system.[1] This is the highest number of enrolled students at TCSG since 2013.[2]

Amended Fiscal Year 2025 Budget

Governor Brian Kemp’s TCSG AFY 2025 budget proposes no changes for the Adult Education and Technical Education programs:

  • No change to the $58 million total for adult education, education that provides adult learners with basic reading, writing and technology skills and preparation for the high school equivalency exam
  • No change to the $943 million total for technical education, education that focuses on workforce development through certificate, diploma and degree programs
  • No change to the $7 million total for high-cost programs and special projects in technical education, this provides additional funding for high-cost programs such as aviation, commercial truck driving and nursing

Fiscal Year 2026 Budget

Governor Brian Kemp’s proposed FY 2026 budget allocates $538 million for the Technical College System of Georgia. Major highlights include:

  • $10,332 increase in Adult Education for the Teachers Retirement System to increase the employer contribution from 20.78% to 21.91%, for a total of $58 million.
  • $33 million increase due to a 10.6% increase in enrollment in Technical Education for a total of $444 million.
  • $24 million increase for high-cost programs in technical education due to enrollment growth in aviation, commercial truck driving and nursing.

GBPI Has New Data on Federal Policy

GBPI is committed to tracking how the state of Georgia raises and spends fiscal resources. As the federal government has promised and provided some of these, cuts to programs and funding on the federal level could have deep and lasting impacts on Georgians and on the state’s ability to meet the needs of all its residents.
